1. reset tool is not allmighty
2. reset tool is not available for new machines
3. reset tool is often used for illegal things, so it's wise idea to limit its spreading

Additionally, imagine the following situation - you want to "steal" competitors machine at some customer site, but it has a password on it, and is fully configured, do you really want to use reset tool and waste a lot of time to recover full configuration when you can just reset password? So in this case, how do you ask for password reset - do you come here and tell in public, that you want to "steal" someone's machine, or you just pretend that you just forgot password?

The same in case of doing "illegal things" - will you admit in public that you bricked the machine because you wanted to reset total counter?

1-The reset tool does not reset the counters.
2-The improper use that can be made of it depends on the user, not on the tool itself.
3-If someone asks here for the codes to unlock the unknown password and it is with bad intentions, I see much worse that there are technicians who provide this information that is obtained being an official distributor to those who do not have access to it.
4-Reset tool IS available for new models

Because reset tool is not intended to use in this way - for just resetting password - this is just side effect of other things done by reset tool.
Moreover, at least some of the problems with 'forgotten passwords' are due to misuse of the reset tool, which is difficult to admit here.
One, and only officially supported way to reset CE password is reset code.

I believe that what happens is that machines are acquired for resale and the technical password of the previous service technician is not known. Regarding the reset tools, it does not cause any problem, it leaves the machine factory and that is even better for those machines for resale.
