From a 7165, which is an identical machine:

    DESCRIPTION: SC23-03 during power up.
CAUSE: Developing unit drive gears are binding.
SOLUTION: Clean or replace the developing unit drive gears (Note by myself: and possibly the bushings also), also clean the toner recycling tube.

    DESCRIPTION: SC23-03 at power up.
CAUSE: The drum drive motor M2 has failed. SC23-03 indicates an drum drive rotation (EM signal) abnormaility. The motor does rotate in the 47 diagnostics multimode, output code 041, press P-00-P.
SOLUTION: Replace M2 drum drive motor.

if my memory serves me right it is the dev unit gears that getclogged up with toner/dev. you can replace the gears and clean and lub the dev unit area but when it starts to go your better replacing the whole dev unit as it always comes back.

Tried both and every time ive fitted gears and bushings its come back on me.(depends on how busy the machine is, how quickly!)

      hope this helps
