BH-423, mono, not fusing stickers well though temp is up as much as possible +10. Customer is using the manual tray for it. Am I missing something?

I've had this series do this on other papers too.. I've adjusted the fuser temp but that did not work, I've replaced the fuser, did not work. It would only be random sometimes, I think it's a design defect.
