I haven't come across this situation, but I have a couple of theories.

Since this machine warms up so quickly, I would set up the shortest possible auto shut off. For the 27 copies per day, going through warmup should not be a big problem. The fuser will stay much cleaner.

What happens is that as the machine comes out of energy saver mode, to increase first copy speed the first page passes the fuser before it reaches the optimum termperature, leaving a small percentage of the toner on the upper roller. Since the user makes only 1 copy at a time, most of the copies pass at this sub-optimum temperature. If the user ran 3 or 4 copies each time, that toner would feed off onto sequential copies and not be a problem.

If the machine has to complete initialization, it will be at full fuser temperature when the copy gets there. If there was a web to keep the fuser clean this would also solve this problem.

I think you're on the right track. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

We have seen this on a couple of KM1650's but havn't found the solution yet.

I've seen this 1650, 2050, even a 2550. The toner cleans off, but it takes forever. You have to rub hard enough to get the toner off, but not too hard or the telfon will come off. I've send a couple of the fuser back to Kyocera for warranty with no problem.
