FS-C8650DN Image Quality

We have a FS-C8650DN that we have replaced the black drum, dev, fuser, transfer roller, and a motor that runs the black developer. The prints are still coming up as if the machine is running out of black toner. I've tried dev and drum refresh as well as updating the firmware. Any suggestions?

I just put the old developer back in and ran 140 prints before the text started to fade again. Could this possibly be the motor that turns the toner in to the machine?
