Registration on OkiData c9600

I have a strange registration problem on a Oki c 9600.

Cyan registration is off. It isn't in the direction of travel. So has to be something in settings or calibration.

I have replace drum and transfer belt and fuser no change.

Any one seen this before? I have the repair manual.
