    I don't see many Panasonic machines, but I'll make a couple guesses.

    I could find no reference on the web to a Panasonic 1230 copier or MFP. The only Panasonic product I found with that model designation is a Panasonic KX-TC1230 cordless phone.

    Buyers Laboratory has no reference to a past or current Panasonic 1230 copier or MFP.

    I cannot find the maintenance cycle information that you request. Are you sure about the manufacturer and model number?

    There are few reasons why the toner can rub off of a finished print.
    1) the customer is using a heavy paper type (media type), but has left the machine or print driver settings set to 'plain' paper.
    2) the pressure roller may be worn, so there is inadequate pressure.
    3) there may be inadequate heat to fuse the toner, because of an electrical failure in the fixing unit. Perhaps the lamp is blown or the thermal switch is open. In either of these cases you should get an error message of some sort, and no paper fed.

    I can offer more specific recommendations when the model number is confirmed. =^..^=
