[Error Code] Aficio 2018 fax code not in manual

I have a 2018 that receives but does not send. The fax error code is 15-02 which is not in the book. This code comes up after pressing the fax key when it turns red and doesn't send. I have a dial tone, and ATT has checked the fax line. I did a fax factory reset clear with no change. I have the latest board #B1685182 and the MPU# B62050508E

Did someone turn internet fax on? or possibly enable h.323 or sip? Assuming the 2018 has these settings...a little before my time so stabbing in the dark here...

Error code 15-02 is listed in the Operators Manual.
