As paper tray is lifted, the paper out sensor is not detected within the allowed time after the lift sensor is activated. This causes the machine to think the tray is empty. As Hadster said it could be caused by a warped lift tray, back corner higher than the rest of the tray. It could also be caused by about 10 or more sheets of paper in the stack having the back corner bent under making the stack higher on that corner. Other things to check are the lift sensor and the out of paper sensor.

In paper tray look for bent or loose paper lift lever. I've seen that several times before.
