If you try another development unit you would find out faster where to check afterwards

Open the door, put an actuator, open the toner hopper to the right and look into the entrance of the toner supply unit. If the transport screw spins at all times, it means that the clutch is activated.

If you opens the right side panel and make an "forced toner supply"..... You can hear the clutch making "click" noises..... And you can see the movement from the right side..... The problem is that often during the work the clutch remains "on"..... This was my case in the Mp6001...... If you have another machine or an Mp7500 (same part number) you can try to change it.

The drum unit is dirty just with toner or is there developer too?
Did you disassemble the development unit when replacing developer?
Check the charge corona, or try with another.
    Is SP2208 "0"?

There is no developer in the drum unit only toner I must say that if you turn the development knob the developer unit throw toner dust. The strange thing is that the machine prints fade, if you consider the toner amount in the development unit.

You may have a toner hazing problem not an over toning problem. Check that the development filter is properly installed and the filter plate is on top of the filter. Also check the condition of the seals on the development as if they are excessively worn, the development unit will blow toner directly onto the PCU frame.

Considering the age of the model you could also have worn bushings on the development unit.
