The way to check the dev is to do a sky shot,if it's grey try doing the forced toner supply 2 or 3 times first. If that fails you may well need to replace the dev. Do you have any idea what has been replaced in this machine and when. What is the counter printout like and what mileage is on the clock

Officially the PM cycle on these machines is 300k, however often they'll run to 400k if they're service comprehensively.
See how many the dev has done and go for that. Also, the toner sub-hopper can get bunged up so strip and vac it out, including the holes on the underside through which the toner drops.
could be the customer hasn't replaced toner when prompted. eventually gets to a point where recovery will not be possible when a new toner is installed.
check toner hopper has toner in it, you should not be able to see the auger.
Check Vt and Vref
they should be equal near enough
If Vt is more than Vref toner should be supplied.
A common problem is the toner falls onto the ID sensor and really screws things up because the reading from the patch will be incorrect.
When in doubt, take it out, get the thing apart and have a look
basically check out PM report... if exceed 300K copies for OPC and Dev then replace... cleaning is essential from magnet roller to transfer, sensor's TD and ID. if your a tech we should know all about this... but if not... i suggest call for a service engineer to service your machine...
fix the customer first then fix the machine... its simple and makes life more easy.
