3245c black developer disappearing

For replacing the black developer clutch would it be the one shown in the image below or would it be a diffrent clutch?

I'm curious. Why or how does a bad clutch cause this? Where is the developer going?

The dev clutch sticks on and when the unit is turned without bias, allows dev to attract to the pcu and out through the cleaning unit.
