remove the toner sled and disassemble it.
look to see if the little mylar flippers have come off and blocked the outlet.
have you power cycled the machine to reset everything?

We replaced the entire PCU assembly and it still says ADD TONER, any thoughts?ThanksKelly
....I would refer to all the answers you got for the MP2000 "add toner" issue you had last week... except in this case you've not stated that the bottle is actually turning, so it could be the toner clutch
Check the underside of the pcu - if there are 2 silver plates on the bottom of the pcu on the same side as the pcu receptacle plug, then it will be setup the moment the machine powers up after installation.
I know that some of these models (MP161/171 love doing this) go into a toner end "lock" if left in toner end condition for a few days.
One then has to do toner end clear in sp mode or else it will not recover and start adding toner and go about its normal business.
Few things ive run into on these when add toner wont go away. 1st wrong toner bottle which usually makes a mess by the way. 2cd the clear cap is stuck in the hopper from the empty bottle. 3rd toner clutch fails you should be able to run toner clutch in output mode and verify the bottle is even rotating. 4th the mylar fins in the hopper broke off. 5th the shutter door is blocked/clogged/ or broken so toner isnt dropping into the dev unit.
I have had these machines act as though an old bottle ran so dry that you have to open and shut the front door 2-3 times before it finally gets enough toner, but thats usually only in the case of a new bottle with the old pcu. With a new pcu change it should have done that at power on. Sounds like a hopper issue.
