The counter balance wheel fell off and now the machine won't turn on when power switches are actuated. I have checked the fuses I could find on the power supply, all OK. I here a relay going off when power switched on. Other than that, nothing. Not sure where to even start. Thanks in advance for any help !!

I agree with everyone else, get rid of it. If I had to know what happened, I would look to see what the flywheel could (have / did ) hit when it came off and look for smoked components, boards and wires that could have been smashed and disconnected. I would probably go to the PSU CN282 and make sure that you have ac power in, then see if you have any power coming out of the PSU. if not then that's the first place to start. Sorry but this is ridiculous. If you want to donate a machine, donate something that is useful and won't cost the group thousands to upkeep. This 200 should go the scrap yard.
I had a church call me to look at a copier they got donated. It was an old analog model and was leaking toner. I told them, sorry, it wasn't worth the cash to look at it. They got a thousand pages before they bought an inexpensive MFP. Now they are stuck with a huge box with no easy way to dispose of it.
