This is my 3rd call on the Ricoh MP 6500 due to a SC 780. I remove the right cover on the finisher, turn the hole-punch motor (which is either stiff or has a dead spot) and it will work perfectly for about a month. I'm think the motor is defective.

Have you disassembled the punch section itself? It's not uncommon for the chads to build up enough so that they plug up the inside of the unit and prevent the dies from rotating, causing excessive load on the motor. Also, the punch is meant to replaced after approx. 1 million punches because the punch dies will get dull.
