Usually developer being pulled to the drum is caused by the developer being drastically under-toned. It can also be caused by after market developer, toner and drums. Low charge voltage or high developer bias voltage can cause developer to the drum. The transfer belt would not be a problem.

Try replacing your erase/discharge lamps. if the pcu is not cleaned it will start to pull developer on to the drum.
