[Error Code] Xerox Workcentre 4118 "low toner" message

so I have this unit keeps saying Low toner message and had installed oem toner to no avail.
once the toner out come up it locks out the unit and have to install a new toner even though there still toner on the recently installed one.
sensors are clean not sure what else to try, someone mentioned that it may be the firmware has anyone come across something like it?
if anyone can shed some light in the right direction will be appreciated.
