You may be in the neighborhood of one of those famous Canon wiretie cutting parties. The beam detect signal appears to not be getting to the DC Controller. You have swapped out all the pertinent sub assemblies,, the only thing left is the wire harness. Follow the bundle from the Laser to the DC Controller and liberate the wireties I guess.

Check on connection between the laser scanner unit and the DC controller PCB, Check on 24V line fuse, Replace the laser scanner unit
