It is possible to vacuum out the complete developer, then wipe down the mag roller with an alcohol pad. But if you are going to go that far, just install a new mag roller and be done with it...

Pop out the transfer roll, clean and sand the ends of it(not the very ends...the contact surface)...also clean inside the transfer roll contacts. Does it repeat at intervals?

Like mrfixit51 said do the developer rebuild..make sure you replace the rollers that ride on the drum....did you try a new drum? Check the contact on drum unit for the primary charging roll and make sure the flanges of the drum that the dev spacers ride on are clean. Change the drum to eliminate that section of the process. Do you get it on prints and copies? Is there a pattern?

                possible causes...

It looks familiar, things I would do are, make sure dust proof glass is clean, (light writes), wipe down primary charge roller or add a new drum, new transfer roller, rebuild/replace developer.

                  The best advice.

This is how I would address it also.
