    Try replacing your drum unit.

In my understanding The copier does an automatic complicated mathmatical calculation to determine what the optimum transfer value for current (ATVC) should be based on its equations - then it measures the actual current to see if the value is within tolerance of the expected value . A problem with the voltage supplied by the hv sub pcb board - which is what you had- or a drum out of tolerance range can throw this code.
When you install a itb for the first time or replace one you run 1ATVC-ex in service mode which the copier probably uses the result as a reference to compute the expected values based on a mathmatical table.
