Good point by phil, definitely check the transfer roller. The defect ruler is usually right on and will point you in the right direction.

ok the 9050 can feed 8.5x11.0 either LEF.. or SEF.. What feed direction? have you checked the transfer roller under the toner?

It looks to me like a developer bias short or drum ground loss. I think I'd start with a known good cartridge. =^..^=

Sure looks like a bad toner cart to me. HP has what's called a "defect ruler" that will show the cause of issue by how far apart each occurrence is. Google 9050 "defect ruler" or look in manual.

Another thing comes to mind, check the blue levers on fuser to make sure they are not in the envelope position

Since I'm researching for another tech, not sure. Although we aren't HP techs, it reminds me of the Toshiba 287s (OKIDATA) fuser. Looks fine when it's removed from printer, but still leaves smudges at regular intervals.
I dont know the diameter of fuser. I'm going to recommend that to him next, although I hate "throwing" parts at machines.
