Kyocera P6130CDN toner ponding to black drum surface

This color machine has repeatedly had calls where toner has bonded to the drum in dotted streaks has not happened on any other color, just the black. in the attached picture the toner is stuck to the drum,it will not wipe off. we have put 4 drums in the machine in the last 4 or 5 months and they have typically only ran a few hundred copies between replacements. any suggestions?

There have been 5 revisions to this cleaning unit, the latest: 302NR93014 does not entirely solve the issue, but it's an improvement. I think that you'll find that paraffin lamp oil cuts the buildup, but is not good for the drum blade, so you have to separate the drum and blade when cleaning, then rinse with alcohol to cut the oily residue.

It's not really worth all the effort. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

I should add that another symptom is the charge roller sticking to the drum and when you force the rotation the photoconductive coating on the drum will come off leaving the bare core for toner to stick too.

I've noticed those bare areas of the charge roller without skin, but did not connect it to the drum cleaning issue. =^..^=
