    The USA spends more on education than other countries. Why is it falling behind?




    America’s schools are in trouble – but it’s not all about money. In 2014, the US spent an average of $16,268 a year to educate a pupil from primary through tertiary education, according to the Organization for Economic Cooperation and Development’s (OECD) annual report of education indicators, well above the global average of $10,759.
    But spending is on the decline – down 4% between 2010 to 2014 even as education spending, on average, rose 5% per student across the 35 countries in the OECD.
    And – at the broad level – all that money does not appear to be translating into better results for US students. According to the Washington thinktank the National Center on Education and the Economy (NCEE), the average student in Singapore is 3.5 years ahead of her US counterpart in maths, 1.5 years ahead in reading and 2.5 in science. Children in countries as diverse as Canada, China, Estonia, Germany, Finland, Netherland, New Zealand and Singapore consistently outrank their US counterparts on the basics of education.

    President Biden plans to greatly increase that budget with funds from the $1.9T economic and COVID-19 relief program. First Lady Jill Biden has a Doctorate in Education.

    The prospects for quality education in the USA have never been so promising with the outstanding talent now making key decisions.
    The House of Representatives has control of the purse strings. President Biden can say that he want what ever increase he wants but until Speaker Pelosi puts it in either the budget or a continuing resolution and then passes an appropriations bill to release it, all Presiden Biden has is the Presidential discretionary fund that he can spend by writing Executive Orders and he has just about used all of that already.

    So what if the current FLOTUS has a Doctorate in Education. She has no authority to direct that states to do anything. There is no mention of Education in the Constitution. Therefore the 10th Amendment applies.
    Amendment 10 - Powers of the States and People. Ratified 12/15/1791.
    The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
    So as I specified previously, it is the governors who will decide when in person instruction resumes.

    I am sure State Governors do determine when it is safe for students to return to in class learning. Many state governors better judgement is clouded by loyalty to the ex President.

    Still does not change anything about what I posted concerning the authority to order schools back to in person classes. Neither the President, the Congress nor the Secretary of Education has that authority. And it would take a Constitutional Amendment to grant that authority.

    NY Gov. Andrew Cuomo accused by third woman of unwanted sexual advances

    A third woman has accused New York Gov. Andrew Cuomo of unwanted advances.
    According to The New York Times, 33-year-old Anna Ruch has claimed that Cuomo asked to kiss her at a wedding in 2019. In an interview Monday, she specified that Cuomo put his hand on her bare lower back.




    Ruch said she pulled away and was "so confused and shocked and embarrassed" by the incident. I turned my head away and didn’t have words in that moment," she reportedly said.
    A spokesperson for Cuomo reportedly referred the Times to a more general statement in which Cuomo apologized for things that "have been misinterpreted as an unwanted flirtation."
    Over the past week, two of Cuomo's former aides have accused him of sexual harassment -- something he has denied.
    The latest allegation comes as Attorney General Letitia James announced that the governor's office sent a letter permitting her office to perform an independent investigation.

    That is debatable and does not give said department authority over the states. No matter what you say it will not change the US Constitution.
