Upon reboot the copier will not start, the drawer is locked, found a 5 amp fuse blown. Replaced the fuse and still wont start with button. Any suggestion? No copier tech help in this remote area

Sounds like you have had a PSU go bang. Check the ones under the bottom cover for scorch marks etc. Was the machine running okay prior to this or was this something that happened after other maintenance?
Machine was in sleep mode, I came in and seen the blue light around the sleep button. Hit the main power switch and it shut down, few minutes later it would not turn back on. Found a blown 5amp fuse. Still nothing. Another odd thing is the drawer wont open, the one that locks which gives access to the fuser unit. Not sure what a PSU unit is, looking now for scorch marks. One thing is the power spiked here the other day. might or might not have something to do with it.

One thing you need to do is determine what caused that 5 amp fuse to blow. FYI, PSU means Power Supply Unit.
Can you offer a power supply ( if that is it)?
We did have a power surge here Wednesday. City's electrical is sending me trouble report. My OKI been acting up as well since. Now that's fixed and the Ricoh is still down. No scorching on the PSU, still looking

You need to determine what needs to be replaced first. And that is going to take some time and effort with your multi-meter.
