[Error Code] Minolta bizhub c451 error code: c2204

I have a c2204 error code on a Bizhub c451. At "power on, it goes thru the cycle, and for an instant, flashes a ready, and then c2204.
When it stops there's a ratcheting sound like a gear grinding. I have replaced the waste toner box with oem part, motor and gears seem to turn
freely. Can I access the service mode from the c2204 state? I followed the procedures in the manual and nothing. I want to check PS23.

Need some help.
