since its all 4 colours I'd be looking at the second transfer roller first of all, is it pressing properly against the belt ?

Have you stopped the machine mid paper feed to see if the image is formed perfectly on the belt ? if it is, you can be assured its a second transfer issue.

Have you double checked to ensure the shipping locks were removed from both sides of the X-fer roller? I've seen this bite more than a few techs thinking that since the string came out, the lock must be out also. If the image is being laid on the xfer belt the same way, then the issue has to be related to the print head, or x-fer belt. Emujo

I have a similar problem on a C280 all seems fine second transfer and ITB replaced the machine is level the drums and DEV unit are all good. I changed the paper to SEF and the call is gone for months already.

Have you tried adjusting the transfer currents??

We had a c454 non e model with a similar quality issue. We had a bad printhead.

what copy count have the developers done

I've seen similar issues when the floor tilts the copier towards the wall so all the DV bulk is in the middle to rear.
Put a level on the platen glass and see if it's off kilter.

Check the 2nd transfer assembly housing. In perticular, the 4 springs and 2 tabs that hold it onto the frame. Simply remove the whole assembly and reinstall making certain that the 2 tabs and all 4 springs go where they are supposed to go.
