I change the transfer brush.but noting change

What do you mean by transfer bush?
Looks like the transfer belt and other parts are done.

I change transfer unit but still have this problem.

Looks like the cleaning brush in the transfer belt is not rotating correctly.
There is a cluster of gears that drive it which can wear and cause this.
