Weight of the paper? 300gr?
What kind of paper is? Digital or Kunzdrck?
I think that is paper problem, because, he is strong, and vibrates on the Image Transfel Belt.
Try with a diferent paper

It could be a humidity related problem since it is just on the leading edge.

Yes, it's maybe problem in the humidity.
What is level of the humidity in the room?

what have you done to try and fix it
what is the condition of the components ( drum - dev- belt ect)
kida like going to the doctor and telling him " it hurts" but not saying how bad...where..what were you doing be fore the pain set in
