Firmware updated?
Try changing IP's or omitting the router.

1) Scan to what?
Local server?
Email? **note known issues with S2E on win10/7 SMB issues - pretty sure on win server
USB?
Workstation?
2) If server: what OS version? Workstation: same.
3) Does error log show anything related?

Do they have an IT dept?

I changed the IP address and the problem is still there.

The firmware was not updated. Is it newer than the ones I have uploaded?

There is a setting in admin mode that allows PSWC

I would say that also, but in that case OP stated that cannot scan so I'm thinking about HDD.
Check in SM or admin mode that HDD isn't Unset or failed.

In SM HDD is not installed.

Then go and set HDD in service mode. You may need to format it, movie data, FW etc.
Best case it will work once machine recognized it.

What size (3,5" or 2,5") and what max disk capacity can be inserted into c454e?

Have you removed the covers to check? You could need the power cable.

All of KMs office equipment can operate w/o HDDs. We have some installs where the HDD must be rempoved prior to placement. Even though some functions may be lost, the web browser works in this config..The 454e is pretty old, you may just be using a browser that is too new to be supported (try running IE in compatibility mode). You could also do a network setting reset via service mode. Go through the admin settings to see if you can determine if SSL is on (TCP Socket Settings, Open API). When the HDD is not in use, the device will use a USB solid state drive (you may not see it) You should be able to go into service mode/state confirmation, page 2 and format the SSD. This would remove any installed SSL certs. You have mentioned several time that HTTP server is enabled so I don't think it's an admin setting blocking you. I'm only offering this as some help. It could also be firmware and the web browser portion is corrupt. Only other thing I can think of is you are running a gigabit network and the MFP can't communicate at this speed, try putting and old hub between the MFP NIC and the wall jack, or ensure your laptop NIC is running at no more than 100MB. I did not check. Will I find where the instructions are in which place is the hard drive?

Just remove the rear cover.
The HDD is probably there but not set.
The HDD should not affect the access to PSWC anyway.
Find a manual...

If you bought this as a refurb and the seller did not tell you the HDD had been removed, I would go back to them and demand they fix this. If you bought as-is, you are probably better of without it..Once you get the HDD back installed, it will need to be formatted, and then you will start getting the "no movie data found" message, and you will be back here trying to find someone willing to supply it. If you wan to go that route you need a 3.5 SATA drive at least 250 GB, you will also need a data and power cable, the data cable is standard, but not sure you can find a power cable off the shelf. There is also mounting hardware that is needed unless you want the drive just hanging by the cables. E
