Bizhubpress 1250 no power problem

i have a bizhubpress 1250, when the main power is turned on, the screen show the massage "wait a moment"", for two second and then goes black. the power led remain solid green, and the power save led is also solid green. No blinking or anything else. cannot access the print controller or machine by network, nor can i enter service mode when power on.
Can find anything in the service manuals for this behaivor.

have you put a meter to the wires coming out of the LVPS? HVPS?

I check the DCPS/2, it was a cooling fan that was blocked.
