Brother Fax 2850 No dial tone

After replacement of the Main PCB in Brother Fax machine model: 2850, it is working but there is no dial tone coming from speaker and hand set. Can not send or receive any fax. Every thing checked, can you help me out.

Does the main PCB contain the NCU components? If not you may have to replace this, too.
