MFPs R Now PCs

We have a bizhub C451 where the Entire Operation/Touch Panel is Non-Responsive.
All measures taken are listed below BUT here are 2 strange things even AFTER all measures below were done.
1) Once machine is fully booted, if you press the power button on the operation panel (sub-switch) the machine will never turn off, it even beeps when pressing it (only if you throw the main switch will it turn off)
2) If you hold the Utility/Counter button while powering it on, it WILL boot to "Trouble Reset" but you cannot press it because the op-panel is now non-responsive - WTF?
Measures Taken:
1) Replaced Entire Operation/Touch Panel
2) Flashed Machine with Current Firmware
3) Replaced MFP Board
4) Replaced Control Board (MC PWB)
5) Performed Continuity Test on all pins of Cable running between Op-Panel and MFP board with Ohm Meter
