I'm going to make some WAG's that this is a copy, not a print, and from the glass, not through the document feeder ... true?

If true, the document feeder height may be out of adjustment, letting the original float up above the surface of the glass. =^..^=

Yea, or perhaps a mirror in the scanner is out of place or bent housing.

I have 117 bhc6000,6500,7000,70hc model machined in the field.
I saw that problem on the c6000. I asked modelfor that.

this is on a konica minolta c5500, not sure what the problem could be it's kinda intermittent , sometimes when i change the paper size i don't see any black toner residue. transfer belt issue or a drum blade problem?

You have distance problem between drum and developing unit. Make the following steps for countermeasure;
1. Remove K dev unit and clean them.
2. You will see two yellow whell.
3. Paste orange tape to whells for expand distance.
4. Reinstall dev unit, make gamma adj.
