On some phone systems the administrator can block all outgoing calls that begin with "1" or a prefix may have to be added before dialing the "1".

Yes, on some phone systems the admin can block certain prefixes.

99% chance that it's a Phone line/system problem. There is no setting in the machine to restrict what numbers someone can dial.

At KMA's advice, we turned off the Ecm setting and it now works. Thanks for the help.
