Under President Biden's "America First" initiative the Federal will give preference in it's procurement activities to products manufactured in the USA.
This includes toner products.
For 25 years, Toshiba manufacturers most of its toners for the America's in Mitchell, South Dakota employing over 100 people.
I am sure other copier manufacturers, printer manufacturers and print cartridge rebuilders can claim the same.
I've sold remanufactured cartridges' to both state and federal agencies and many will only use reman carts because of global warming. That was under the Obama administration. This was on printers, not copiers that were under contract.
All federal agencies had the option of ordering OEM's under GSA pricing but many only ordered remans.
You're right about cartridges have been recycled for many years. But there are huge recycling companies that you can find online that will pay you good money for used carts that are on their list and they pay for shipping. I remember selling some empties and getting as much as $20 for each cart.
Edit: I called them recycling companies but they are really cartridge brokers.
One quick note:
We used to supply all the toner carts for Stennis Space Center (NASA). At one time they built the rocket boosters for the Space Shuttle. This place is huge. It's literally a small city. We collected all their empties. At the time I had a business partner and he owned about 90 mini-warehouses. In 6 of the the 90 we crammed empties in from floor to ceiling. And these were 10x20 bays. I got so sick of dealing with empties.
