Its very common on this range plus newer 356 models as well same ITB .Its just poor cleaning and contamination of ITB cleaner blade. There is a write up now of how to strip ITB cleaner to get to the blade so eliminates need to replace whole ITB.
Cant find the PDF at the moment but simply take a self tapper out of each side plus a pin either side that you have to ease out with a small flat blade then a pair of small pliers. To get to one of the screws you need to take white cover off and then a small gear on waste toner coil to get to the screw.
When youve removed pin and screw on both sides rotate blade up about 45 degrees and remove .
Clean blade and reassemble works a treat I did one yesterday
Where is the write up to get to the blade?
You can replace only tr. belt cleanning blade
This post has been very helpful.
We have a ton of these machines in the field and this was becoming a big issue. I made a google document with instructions and photos of the issue that was presented here. I believe there is an excess of cleaning agent/setting powder on the blades from the factory and this is the major cause of the issue. Most of these
ITBs will fail at around 20-30%.
Here's hoping the updated part number has resolved the issue.
Let me know if there is anything in the document that is a little confusing or doesn't seem to make sense.

This is a known issue, see attached bulletin from canon.
You'll need to fit a new ITB, update the firmware then change a couple of service mode settings.
