I am getting a E00069-0001. The manual indicates a "transfer high voltage output leak error". I have checked connections with no change. Has anyone had experience with this code and a solution?

I am not a technician. I own a small print shop and the canon distributor left about 15 years ago and the only independent tech moved about 10 years ago so I really had no choice but to repair these machines myself starting with ir600's then 7105's then these 8295's.
If you mean the pre-transfer and primary charging wires I started there by restringing them, then by ordering new full assemblies for both. Neither solved the problem.
If you mean the ETB when you say transfer, I went there next by switching out the ETB assembly with another 8295 we have, this changed nothing so I replaced the the transfer belt with a new one just to eliminate all possibilities.
I then disconnected and reconnected all wires on the Duplex PCB and and the transfer high voltage PCB which also failed to solve the problem.
This morning I was going to see if I can order the duplex PCB and replace that. Then if no success replace the high voltage PCB.
I was asking for help because in my experience some problems are unique and this forum is a great help in that regard.

Have seen this "Stopper Clip" issue a few times

E069-0001 Error Code is defined as a "Transfer high voltage output leak error."
In this case, there was an open circuit to the transfer roller in the ETB assy.
The Transfer roller receives it's bias from PCB13 (Transfer High Voltage PCB), the bias also passes through PCB34 (Transfer High Voltage Resistance PCB) which is located under the ETB Belt.
In this case of the E069-001, the Stopper clip fell off PCB34 which caused the open circuit to the Transfer roller.
Workaround :
Remove the ETB assembly, remove the Belt and mount PCB34 with the stopper clip.

This is at least the second time you saved me with a Canon Technical Publication that solved a problem not in the manual. I honestly can't thank you enough! I encounter this problem try to check your pre-transfer corona unit. Maybe the cleaners is stock up. Try to replace it
