Canon lasers are generally well-sealed and if the meter reading is genuine I would not be dismantling the laser. However, this machine is the budget version of the IR2270, etc series which had a problem with leaking hopper pump assemblies and would dump toner over the laser slit glass which resulted in the copy issue described here.
There is the possibility that some toner fell on the laser slit glass during replacement.

so either you have a dev unit failing or not properly initialized
crap toner can cause these problems.
also HV / dev / drum / transfer contacts can cause it.
on other brands I have seen a drum bearing/bushing that is wobbled out can cause it...
are you sure the image is good on the belt?
are you a trained tech on anything? your profile is VERY Vague.
are the transfer rollers in the belt area are lifting..
no I am not going to go back thru the plethora of suggestions do see what others have recommended
