first of all I would have the customer PAY a certified electrician to come out and verify that the power is GTG.

a SURGE protector will only handle SPIKES in voltage... not dips.

you need a line conditioner for major dips in the power.

one of the biggest problems I have seen is where the ground has power on it. .5v is acceptable anything over that the electrician needs to solve that problem.

you can go to the ESP website and read for yourself which of their products fits your specific needs.

Seems like this is a matter of a Voltage Stabilizer which is capable of compensating when supply voltage goes down as well as being capable of limiting it when it goes higher than nominal rating.

When so much brands are available on the market, you don't have to be bothered looking for certain brands. TWO criteria are important here, the TYPE and CAPACITY (rating).

Voltage Stabilisers usually come in two types: Relay Type and Servo-motor Controlled Type.

Relay types are NOT suitable for copiers as relay switchings are likely to cause temporary change of parameters resulting in brief change of Copy Density. As such you may experience dark lines across feed direction.

Servo-motor Types offer stepless voltage stabilisation and will not cause any variations in the copy density. These are very proper for copiers, thus should be your choice.

The second criterion is Capacity (the power rating) which is expressed in kW or kVA. For that iR A8085 it should not be less than 3kVA (3000VA).(if not shared by other equipments). A higher Stabiliser rating will be even better, that is, the equipment's power demand should exceed the rating of Stabiliser. You may check the copier's name plate to verify its power demands, eg 110v, 20A, 60Hz which means 2200VA. Then you should remember to add the power demands for the Finisher and other peripherals.
