    was the cleaner unit BRAND NEW? or rebuild? did you make sure the blade in the cleaner was properly powdered? if a used belt cleaner did you vaccume it out?

    are you sure the rollers in the ITB are coming up properly and not dipping or not contaminated .

    please tell us they are using genuine OEM supplies!

    is the machine clean inside? laser lenses ?

    is the mark on the old drum unit?

    soo many things you haven't explained.
    A laser lens has nothing to do with a black line.

    ​Anyway back on topic!

    Check the k developer unit, I suspect from your print samples you have a build on the dev roller this would explain when you get this band when printing yellow only.


    An ITB cleaning issue would produce thick often brown lines not a think band.

    Imagerunner Advanced Colour C3530i? Switch black drum with yellow. Still there? Replace the black dev assembly., as "copier tech" suggested. A dirty laser path would lighten the image, not cause a semi-repetitive "spot-black" grey line. Itb cleaning failure would give a brownish waste toner coloured(process black/grey) line. A Test 10 would have been nice from service mode. As suggested, change the black dev

    C: 2%,
    M: 3%
    Y: 0%
    K: 15%

    Sounds like composite black to me.
