Just came across an older Canon C60, with less than 50,000 clicks. Toner in the machine hasn’t been replaced since 2018.
When printing, random white spots are appearing on all colors, however, they are not in the same spot on every sheet that comes out. What part should I begin with? I’ve seen similar with old developer, but I was under the impression the Canon didn’t have a separate developer.

I've seen primary transfer cause this issue on Konica Minoltas. The reason that you don't see a repetitive pattern is that the primary transfer belt is ~120cm long ... way longer than any single sheet of paper. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

Your issue is with the itb . Open it and they will be visible with the eye.
When u replace it make sure to clean the assembly properly.
