Canon C5255i ITB error E012

This copier is kind of weird. Any ITB belt install will not pass the maintenance mode ITB check test.
I have even installed new ITB belt + rack. But when run the ITB check it will take so long then E012 will happen.

I also check the copier location with a level tool and confirmed the copier is standing on a flat floor.

What I have done so far.
Change the entire ITB belt + ITB rack.

What else can be the problem besides the ITB.
