Would like to get some tips to troubleshoot these iRC3220 with the code E602-0202.
I have changed the HDD but still the same problem.

Workaround :
Try doing this first:
1) Service Mode/Copier/Function/System/Chk-type/ 1 / ok.
2) Then Hd-clear/ ok.
3) Turn machine off and on and let machine reboot.
Also could be the main controller board. There could also be a bad SRAM pcb that can cause this problem but if that is the case you might have trouble getting that pcb.
Note: The SRAM PCB is a Controlled Item and must be ordered through Engineering Service. You cannot, under any circumstances, swap it from another machine since it will cause a mismatch with the Counter Memory PCB.

May I ask what exactly you did, when you refer to "changing the hard drive"?
SST to format the hard drive and then loading the system software should resolve almost every 602 error out there.
As Blaze referred to, the main controller, or the ribbon cable, can also give you this error. I have replaced in excess of 50 hard drives for 602 errors, and not one of those was ever due to the main controller.

The SRAM PCB is a Controlled Item and must be ordered through Engineering Service. You cannot, under any circumstances, swap it from another machine since it will cause a mismatch with the Counter Memory PCB. Please contact the Canon Technical Support

The partition FSTDEV is faulty.
File system (logic) error: error detection
by check processing; mounting failure
FSTDEV -May be formatted in normal mode
FSTDEV and FSTPDEV retain image data as it accumulates while DOSDEV and
DOSDEV2 retain its associated data; these 4 partitions, therefore, must be formatted at the
same time. To do so, select FSTDEV using the SST.
The actual formatting of FSTDEV and PDLDEV takes place when the machine is started
up the next time, and it takes as long as the following:
FSTDEV: 2 min (approx.)
PDLDEV: 5 min (approx.)
all partitions: 7 min (approx.; i.e., FSTDEV + PDLDEV)
The times vary according to the state of the HDD, and the progress of formatting is indicated
by means of a progress bar.
Formatting of DOSDEV4 requires the use of the SST.
