That's a very old machine so scan to folder is out as that model doesn't support anything past SMB 1 and scan to email is going to need a relay server to support modern TLS versions, which isn't difficult to do.
Are you able to ping the IP address from Windows, or get to the web interface from a browser?
Any network access control on your network where devices have to be registered before they can connect?
Any link lights on the NIC on the machine?
