HP Ent 700 M775 Tray 3 overfilled (Empty on control panel)

Hello, Been out there twice now. Nothing stuck in paper feeder assembly. The paper tray doesn't come up at all at anytime. I changed the tray 3 circuit board. I swapped the size sensors and gear assy with tray 4 no change. Tried different trays, also swapped the motor, no change. From some of the previous post it looks like the formatter board next. Pic of control panel... Any help very appreciated

Turns out that the paper feeder assy was bad. This after changing formatter and everything else... ugh. Hope this helps someone in the future...
