If you want this tool because you can't access service mode with the CE password, -----The NV ram reset tool is for the C654 series------not the C654e series. To restore service mode access on the E series you need to generate a key. See below:

WARNING: DO NOT use the Reset Tool on the “4e” Series. Instead, use the following reset procedure.
1. Press the [Menu] key.
2. Touch [Counter].
3. Touch the following keys in this order; Stop 0 0 Stop 0 1.
4. Touch the following keys in this order; Stop Clear.
5. Three items are shown below.
Printer Serial Number
MAC address
CE Password Reset Request Code.
6. Access LMS (Konica License Management System) for Administrator using a PC connected to the Internet.
8. Click Issue Reset Code.
9. Enter Printer Serial Number, MAC address and CE Password Reset Request Code.
10. Click Issue.
12. LMS issues CE Password Reset Code.
15. Enter CE Password Reset Code on the copier screen
16. Service mode password is now back to the default.

I have a question about your LMS access level - have you got an access to "issue reset code" option as a dealers/service technician?
Here in EU, we've got access only iOption related buttons.
I saw a document for NA, about ressetting CE password which blazebusiness is relating to, so I'm curious.
