    You will need to do both, including K dev unit. Replacing just the K drum won't get your developer back, which is now sitting in your waste toner box, along with the developer from the last dev unit.

    Which toner are you using? sometimes bad toner also causes developer going in waste. How did you change dv only unit comes as whole... with drum.

    Check to see if the K developer unit is turning, if its packed full of toner clear to the top, its usually a sign its not, and that clutch mentioned is bad. If you run with the cover open, and place your fingers on the k developer, should feel some vibration if the auger is turning.

    C220 has separate dev and drum.
