I have tried multiple things and the error message is still there.
1.) tried new toner cartridges.
2.) made sure toner waste basket was emptied and cleaned components around it.
3.)Removed drums and cleaned contacts of each drum

OEM toner? Make sure back door is closed.
Hopefully it's just this dumb fix. Check all the colors.
If I remember correctly the left side sector gear operates the mechanism that engages the toner cartridges. If any of those gears becomes out of time or loses a tooth, you won't be able to insert the toner cartridge(s).
It's no small operation disassembling and checking the engagement mechanism. I would do it in the shop. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

It sure isn't, definently shop work. One tell for that is to lift the top cover up and down if not smooth and hangs up near the top and doesn't open all the way you are in for fun. But try the back door cause I have seen that as well. Also the back door actuator rod gets worn as well and wont actuate sensor correctly.

remove right cover and high voltage pwb.
Behind high voltage pwb you`ll see the toner container detection switch ( #21) in the upper left area.
Open and close rear door and check if this switch would activated smootly by the lever interlock, which would moved by the door.
You also can move this lever interlock by srewdriver.
Open rear door and use screwdriver for pressing the lever interlock
