That 2nd bulletin you posted shows its just for the higher speed machines .The assembly is the same for both ,the spring with a hook attached to the underside is the upgraded mod for the 3550/3560 models of the assembly( the spring would fall off when switching rollers out all the time. We have a bag of them here just for that purpose before the hook modded spring came out. As mentioned by the others the 3550/3560 models have a lift motor and a gear in tray 1 so a need for a pressure spring.

The 3540 model has a spring loaded tray so no need for a spring. It would be too much pressure to feed consistent. Its the same thing as a 2100 printer version model. No springs in those either. We have worked on dozens and dozens of all 3 models. Never seen a 3540 with a spring.

Lots of responses on this one.
I would agree to look at the clutch pack for feed. Replacement is not difficult. (was mentioned also - its a different number than higher speed models).
I own a 3540 and it has no spring on the top of the feed head for tray 1. They have lift springs in the cassette so its unnecessary.
You could certainly put one in if you want I suppose. But not really necessary.
Higher speed models need the spring since they use a lift motor as opposed to springs.
    Best wishes.
