Thanks, lots of info in there that possibly relates directly to the OP's issue.

I'm sticking with my original diagnosis.

Another consideration: Since this is monocomponent developing, it only takes a little paper dust under the S-blade to create voids on the developing roller. This was particularly common on Samsung boxes. I've taken apart a few of the Samsung cartridges, but I can never seem to get them back together again. =^..^=

If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Here is a photo of the "developer roll" after taking the imaging unit apart.
I have cleaned the laser opening with a q-tip with no improvement.
Does anyone have the part # for HVPS & System board ?
    Thanks,
    Dave

Another thought is the drum/imaging unit is failing prematurely. possibly due to bad toner or too much heat inside the machine?

You have contamination under the S-blade. Boards will do nothing for this ... but spending some money for no good reason. Use that money to buy a few replacement cartridges. =^..^=
